The City is launching Phase I of the Wastewater Systems Improvement Project to ensure that Granbury’s wastewater system can meet the future wastewater treatment needs of the growing community.

Every day, the City of Granbury’s Wastewater Treatment Plant (1800 Waters Edge Dr.) treats more than one million gallons of wastewater from domestic, industrial, and commercial use. As the number of homes and businesses in Granbury continues to increase, the amount of wastewater increases. The City needs to upgrade the aging wastewater system to proactively address this increasing demand.

Current Wastewater System Capacity and Performance

The Wastewater Treatment Plant has a capacity of 2 million gallons per day (MGD). Currently, 100% of that capacity is already accounted for by existing and upcoming developments. To prepare for future growth and meet Texas Commission on Environmental Quality (TCEQ) requirements, the City is required to expand its wastewater treatment capacity.

Built in 1986 and expanded in 2000, the Wastewater Treatment Plant also has several structures nearing the end of useful life. The plant’s last major rehabilitation, the expansion in 2000, was designed to last 20 years. Additionally, several components of the plant date back to plant’s original construction. By proactively upgrading the structures, the plant’s performance and longevity will improve.

Project Phases and Plans

The Wastewater System Improvements Project is divided into three phases; Granbury City Council voted to approve Phase I at the June 5 City Council Meeting. Phase I is designed to meet the short term needs of the City and will begin immediately. This includes construction of a new 1 MGD East Wastewater Treatment Plant, rehabilitation of the existing 2 MGD South Wastewater Treatment Plant, and other collection improvements.

The total estimated cost for Phase I of the Wastewater System Improvements Project is $34M. The Clean Water State Revolving Fund (CWSRF) administered by the Texas Water Development Board (TWDB) provides for low-cost financial assistance and will be the recommended funding source for the proposed Wastewater System improvements.

Council approved an Engineering Services Agreement with Enprotec/Hibbs & Todd, Inc. for the Phase I Wastewater System Improvements Project. Enprotec/Hibbs & Todd, Inc. has extensive experience in water and wastewater treatment in Texas. The company has worked on over 40 wastewater treatment plants in the state, including Granbury’s current plant in the 2000 expansion.

Enprotec/Hibbs & Todd, Inc. will begin executing necessary agreements with CWSRF immediately. The design and construction of the Wastewater Treatment Plant rehabilitation will take approximately three years. The permitting, design, and construction of the new eastern wastewater treatment plant will take approximately two years.

The second two phases of the plan are designed to meet mid-term and long-term needs. Phase II is projected to take place in the next 5-10 years with the construction of a North Wastewater Treatment Plant and collection improvements. Phase II is planned to take place in 10-20 years and will include additional line work and a West Wastewater Treatment Plant.
